|Shortage of senior govt officials in Darrang|
MANGALDAI, Nov 27 - Public service in Darrang district has allegedly been hit over the period of time reportedly due to the shortage of a dozen of senior officers in different Government department including the district administration. However, the Deputy Commissioner Ashok Kumar Barman assisted by the handful of officers inspite of being over burdened with workload has been found not leaving no stone unturned for smooth and proper functioning of the administration. Out of the four Revenue Circle Offices in the district namely Sipajhar, Mangaldai, Patharighat and Dalgaon, only one office of this important department has been functioning with the Circle Officer.
Circle Officer of Sipajhar Revenue Circle Manali Jain has been entrusted with the additional charge of the Circle Officer of Patharighat Revenue Circle Office. Similarly, Assistant Commissioner Pinky Borgoyary has been entrusted with the additional charge of the Circle Officer of Dalgaon Revenue Circle. This lady officer has also been given the additional charge of Executive Officer of Kharupetia Town Committee, Sub Divisional Welfare Officer and the Block Development Officer of Kalaigaon Development Block (Darrang part). Assistant Commissioner Antara Gogoi who recently has been transferred and posted as the Election Officer, Mangaldai has been given additional charge of Executive Officer of Mangaldai Municipality Board and Superintendent of Excise besides to perform as Assistant Commissioner. However, Assistant Commissioner Sharmila Baishya seems to be a little lucky in terms of extra work load as she has one additional responsibility i.e., of the Superintendent of Mangaldai District Jail.
Significantly, Additional Deputy Commissioner Prasanta Borkakoty has been entrusted with the additional charge of the Circle Officer of Mangaldai Revenue Circle. Another important post of Sub Divisional Officer (Sadar) in the district administration has been lying vacant since quite a long back. The important post of Head Assistant (HA) is also lying vacant since last one year compelling the Administrative Officer Hari Chandra Sarma to function as the officiating HA.
The Post of Assistant Director and Deputy Director of Food, Civil supplies and Consumer Affairs here are also lying vacant since a long back. Presently the Superintendent of Food, Civil Supplies and Consumer Affairs has been entrusted with additional charges of both the officers. Two important posts of Food Safety Officer and the Drugs Inspector are also lying vacant for a long period. The District Food Safety Officer in Udalguri, the Drugs Inspector of Guwahati and the Legal Metrology Inspector, Tezpur has been entrusted with additional charge in Darrang which have adversely affected the services of their respective offices here. Though the Excise Department is considered to be a major revenue earning department besides checking the illegal flourishing business of country liquor and smuggling of IMFL, the department here is functioning without the Superintendent of Excise and the Deputy Superintendent of Excise. At the same time the office of the Integrated Tribal Development Project (ITDP) has been functioning without the Project Officer since 2009 last. Following the recent arrest of the District Elementary Education Officer (DEEO) and the District Mission Coordinator (DMC) Phulendra Kalita on the charge of taking bribe, both the posts related to the elementary education in the district is lying vacant. Additional Deputy Commissioner Narnarayan Nath has been entrusted with the additional charge of the District Mission Coordinator (DMC), SSA while Inspector of Schools, Darrang Sadulla Khan has been holding additional charge of District Elementary Education Officer (DEEO). In view of the recent arrest of the Assistant Planning Officer (APO) in the Decentralized Planning branch of the Deputy Commissioner’s office Bina Babu Singh on the charge of taking bribe, the government has appointed one Senior Planning Officer, but both the post of Assistant Planning Officer are lying vacant. However the Government recently has transferred and appointed Kalpana Deka as an Additional Deputy Commissioner here increasing the number of the Additional Deputy Commissioners to four.
In such a situation the people of the district have drawn the attention of the three MLAs belonging to the ruling BJP and its allied parties in the State Government and the BJP Parliamentarian of the district to rise to the occasion for resolving it at the earliest possible.
