GUWAHATI, Jan 3 - The Dibrugarh police is likely to file the third chargesheet in connection with the cash-for-job scam in the Assam Public Service Commission (APSC) tomorrow, naming the 23 arrested ACS, APS and allied services officers as accused.
The voluminous charge-sheet, which will be filed with the Court of Special Judge, Assam here, will be supported by documental and electronic evidences against the accused, pointing to their direct involvement in the scam.
Investigators, according to sources privy to the development, stated that reports of all the forensic examinations done in and outside the State to prove the complicity of the accused would be annexed with the chargesheet.
“There are enough material to prove that these ACS, APS and allied services officers secured jobs on payment of money, besides resorting to other fraudulent means. The forensic reports pertaining to fake answer scripts will also be annexed,” sources said.
The accused named in the chargesheet have been booked under various sections of the Prevention of Corruption Act along with a few other sections of the Indian Penal Code.
“In all likelihood, the second chargesheet in the case would be filed tomorrow. The nod from the higher authorities has already been received. The chargesheet will be submitted under section 173(2) of the Code of Criminal Procedure,” sources added.
Sources divulged that those named in the chargesheet are Pallabi Sarma Choudhury, Dipak Khanikar, Debajit Bora, Anirudha Roy, Himangshu Choudhury, Sabira Imran, Jayanta Kumar Nath, Harshajyoti Bora, Hemanta Hillol Saikia, Sudipta Goswami, Amarjit Das, Jatindra Prasad Baruah, Jyotirmoy Adhikari, Babul Islam Choudhury, Raju Saha, Dwithun Borgoyari, Rumi Saikia, Kunal Das, Kamal Debnath, Rajarshi Sen Deka, Geetali Doley, Sunaina Aideo and Nishamoi Deka.
The first chargesheet was filed by the investigating officer of the case, Surjeet Singh Panesar, on January 24 last year naming ten, including former APSC chairman Rakesh Paul, Samedur Rahman, Basanta Doley (both APSC members), followed by another supplementary chargesheet on July 28 last year wherein three other ACS officers – Bhaskar Dutta, Amit Sarma and Bhaskar Chandra Sarma – were named.
