IMPHAL, Feb 13 – Three armed groups – United Revolutionary Front (URF), Kangleipak Communist Party (Lamphel) and Kanglei Yawol Kanna Lup (MDF) signed a tripartite memorandum of understanding (MoU) involving the Centre and the Manipur Government in a ceremony at the 1st Manipur Rifles campus here today.
A total of 197 cadres of the three armed groups surrendered 138 weapons. The MoU was signed by Joint Secretary (NE) Union Home Ministry Shambhu Singh and Principal Secretary (Home) Dr J Suresh Babu of the State Government.
The MoU signing ceremony was attended by the State Chief Minister O Ibobi Singh and Deputy Chief Minister Gaikhangam. Speaking on the occasion Ibobi sought cooperation from all sections of the society to create a peaceful Manipur.
“As per the MoU signed with the leaders of these groups, they will bring all their cadres along with weapons within 90 days of signing of the MoU”, said Dr J Suresh Babu in a press note.
The leaders and cadres of the outfits who have joined the peace process will be rehabilitated as per the rehabilitation policy notified by the MHA and approved by the State Cabinet. These groups will be temporarily stationed with Army or Assam Rifles camps and kater shifted to the designated camps which will be constructed. The cadres will get a monthly stipend of Rs 4,000 for two years and they will also be paid an amount of Rs 2.5 lakh per cadre for rehabilitation purpose.
“The government will make efforts to employ the cadres in paramilitary forces subject to their eligibility,” the press note added. “If they (cadres) are found involving in criminal activities, they will be dealt as per law.
