Child rights body resents admin inaction in Sivasagar case
Staff Reporter
GUWAHATI, Dec 20 - Expressing concern at the inaction of the administration and police over the alleged sexual abuse of several inmates at child care home Swapnalaya in Sivasagar, the Adolescent and Child Rights Network Assam (ACRNA) today said that in cases where a direct allegation of sexual abuse is brought by a child, the perpetrator is booked under the POCSO Act and other provisions of the law and charge-sheeted.

“We have been long informed by various individuals and organisations about the happenings in one of the child care institutions (CCIs) of Sivasagar – Swapnalaya. It was mentioned that there has been sexual abuse of inmates of the CCI by the Superintendent of the said CCI,” ACRNA, a State-level platform of organisations working for child rights and child protection, said in a statement.

“We were also given to understand that the district administration and police were well aware of the case and the situation, and that the Child Welfare Committee had taken due cognizance of the matter. We were hopeful that the case would be dealt with the priority it demanded,” it said.

Pointing to the law under the POCSO Act that mandates booking of the perpetrator when a direct allegation of sexual abuse is brought by a child, ACRNA said in this particular case, there has been a long delay and one of the survivors had even attempted suicide due to the trauma.
