Govt notifies functions of local authorities

 GUWAHATI, Dec 5 - In a significant development, the State government vide a recent notification under Section 9 of the Right to Education (RTE) Act with the Rule 4 and 5 of Assam RTE Rules, 2011, has notified the activity mapping of the pertinent functions of the local authority, said an official press release here today.

 As per the notification, the pertinent functions of the local authority are – to provide free and compulsory education to every child under Section 9 (a) and 9 (b) of the Right of Children to Free and Compulsory Education Act, 2009 along with Rule 4; to ensure availability of a neighbourhood school as specified in Section 6 of RTE Act and Rule 4 of RTE State Rules, 2011; to ensure that children belonging to weaker section and disadvantaged group are not segregated or discriminated against and prevented from completion of elementary education on any ground under Section 9 (c) and Rule 5; to make appropriate and safe transportation arrangement for children with special needs to attend school and to complete elementary education under Sub-Rule 7 of Rule 4; to maintain records of children up to the age of fourteen years residing within its jurisdiction in such manner as prescribed under Section 9; to ensure and monitor admission, attendance and completion of elementary education by every child residing within its jurisdiction under Section 9; to provide infrastructure including school building, teaching staff and learning materials under Section 9; to provide special training facility as specified in section 4 of RTE Act, 2009 under Section 9; to ensure good quality elementary education conforming to the standards and norms specified in the schedule of RTE Act, 2009 under Section 9; to ensure timely prescribing of curriculum and course study for elementary education under Section 9; provide training facility for teachers under Section 9; ensure admission of children of migrant families under Section 9; and monitor functioning of schools within its jurisdiction under Section 9.

The functions will be implemented by local authorities namely zila parishad at district level, anchalik parishad at block level; gaon panchayat at GP level and urban areas local bodies for every ward.

The said order has come into force with immediate effect, said the press release.
