Gaon panchayat chief removed following ‘no-confidence motion’
 JORABAT, Aug 16 - Khetri area has suffered a jolt after the president of 64 No Dhupguri Gaon Panchayat was removed from her post on August 14 following a ‘no-confidence motion’ moved by its members against her.

 According to sources, the ‘no-confidence motion’ was moved against panchayat president Runamoni Das Deka on July 22 for allegedly not carrying out her functions in a responsible manner and taking important decisions without the consent of the members.

A meeting to discuss a ‘no confidence motion’ is allowed to be organised only with the panchayat president’s consent, but Deka refused to convene the meeting to discuss the motion against her. It may be mentioned that if the meeting is not convened within fifteen days from the date of notice, the secretary of the gaon panchayat shall refer the matter to the president of the anchalik panchayat concerned within three days.

Following rules laid down in Section 15 (1) of the Assam Panchayat Act, 1994, secretary of 64 No Dhupguri Gaon Panchayat Manoj Kr Das moved the president of Dimoria Anchalik Panchayat and also informed the Block Development Officer (BDO) about the matter on August 8.

Proceeding on the application, BDO of Dimoria Dhanjit Dutta called a meeting on August 14 to discuss the issue. President of Dimoria Anchalik Panchayat Pranjit Choudhury presided over the meeting and called for a ballot paper voting to resolve the issue.

Interestingly, 9 out of the 10 members voted in favour of the ‘no-confidence motion’ brought against the president, while just one member voted against the motion. Later, after the voting procedure, the BDO instructed vice president of the gaon panchayat Dipen Daimari to take over as president in-charge.

It may be mentioned that the GP members were unhappy with the way president Runamoni Das Deka was functioning. They alleged that she used to change the schemes meant for the public which all the members drafted at meetings. Deka was also allegedly always engaging her husband in the activities of the gaon panchayat.

Meanwhile, a programme organised today to felicitate the new president by the members of the gaon panchayat had to be aborted as Das Deka did not vacate the office.

On the other hand, some people are of the view that Das Deka fell prey to a lobby within her party (BJP) as they were not happy because the party had kept the president’s seat reserved for a woman.
