State Govt changes hybrid paddy bidding process

 GUWAHATI, Aug 6 - The State government has made some changes in the bidding process to procure hybrid paddy. The decision was taken recently after a seed supplier Green Vision moved the Gauhati High Court alleging anomalies in the selection of bidders.

In the petition, the supplier had demanded an inquiry by Central Bureau of Investigation (CBI) into the matter in public interest as siphoning off or draining of huge sums of public money might have taken place in the seed supply process. Rampant corruption was taking place and hence a thorough inquiry into the matter was of utmost necessity and indispensable before release of payments to the suppliers, the petition had said.

After filing of the petition, the State government urged the court to grant one week’s time to review the entire matter and subsequently made the changes. As per the changes from now on, in the bidding process to procure seeds the bidding committee will select a single bid for each variety of seed where every bidder should have to provide a patent certificate for a variety of seed.

The changes were effected following a decision taken by the bidding committee comprising Director of Agriculture Manoj Kumar, Managing Director of the Assam Seeds Corporation Kulendra Talukdar, Director of Horticulture and Food Processing Dr Pranab Kumar Mahanta, Deputy Director of Agriculture Anal Malla Buzarbaruah and senior official of the agriculture department Bani Kanta Bargohain.
